This report reflects the proceedings from a 1996 workshop organized by the Kentucky Science and Technology Council (KSTC), in cooperation with The Aspen Institute Rural Economic Policy Program and TVA Rural Studies. The focus of the workshop was on the challenges and opportunities related to creating an entrepreneurial economy in rural regions, specifically Kentucky and Appalachia. The document outlines the key issues discussed during the workshop, including the need for entrepreneurial economies, the necessary ingredients such as capital, business services, and education, as well as strategies for nurturing an entrepreneurial culture. The proceedings also explore the potential for spinoffs, entrepreneurial fission, and ways to stimulate both the supply and demand sides of entrepreneurship. The report includes an appendix with a list of meeting participants and details about the Rural Economic Policy Program (REPP).
