This report, commissioned by the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the U.S. Congress, provides recommendations for establishing a NOAA Climate Service. The Panel concluded that a properly configured and implemented NOAA Climate Service would be uniquely qualified to serve the public and private sectors as a lead federal agency for climate research and services. The report emphasizes the importance of a clear strategic plan and a comprehensive implementation plan for the new organization.
